[6:02 pm] Presentation by Congressman Adam Schiff with questions from stakeholders. Rep. Schiff -- still hoping for stimulus package deal before election. Principal difficulty is Senate. Worked hard to include freelancers and contractors (gig economy workers) in CARES Act; successful. Mixed-income earners---traditional + gig---still under-compensated. Bill introduced to cover those as part of the HEROES Act. Need a strong nat'l strategy for combatting COVID-19. Beck -- are there ways to extend vouchers to more kinds of housing, including communal housing? Schiff -- we're told shared living doesn't disqualify from using public assistance; let's follow up; if there's a need for corrective measures would be happy to work with you on it; we want to provide the maximum amount of flexibility. Underscores the need to create more affordable housing. Davis -- what could be done in the event that the president fails to vacate the white house after losing the election? [6:03 pm] Presentation by government representatives. Sean Starkey (CD13) -- DOT enforcement back. Street sweeping, etc. now enforced. Census extended to 10/31. CM O'Farrell moved to obtain a report on County mental health efforts within City borders, focused on people experiencing homelessness. Cole Rec Center feasibility study has passed Council; awaiting results. Retan Hotel housing conversion will not proceed (owner pulled out). Salvation Army slated to open 30 additional beds by early next year. Dorothy Smith Park getting additional lighting. CM Buscaino has moved to modify CARE+ engagements across the City, to be heard by Council in coming weeks (CF 20-0147-S21). CM Bloomenfield has moved to reform LAMC 41.18 to ban sleeping w/in 500' of all freeways (CF 20-1376). Beck -- Will city reapply BLM art on Hollywood Blvd and will CHNC be involved? Starkey -- it's permanent on the blvd; NC participation asked for but [unclear what happened]. Edit
