[6:42 pm] 2. Public Comment - 6:42 Bianca Hernandez - charter school applications are open for the upcoming school - New LA Elementary, Language Emersion Charter, New LA middle school Brian - 1. Asked that the Next meeting to give a report of absences 2. Jonathan isn’t here - Heather Hutt has never attended a meeting in 6 years, We haven’t had a rep from the police department either in a long time. Empower LA - Erica has come, but not here today. Our SLO hasn’t come to our meetings Action Item - Reach out to Alexander and Sanchez SLO’s to keep us up to date Edit

[6:48 pm] 3. Reports from Gov’t Officials Ethan Edwards - Other state department that we might want to come by just let Brian know Legislation - Bills introduced by Feb 20th - AB 1646, HUG Act - on-line to see other stuff. Taco and Taxes event and under $67K and $85K joint Edit

[6:53 pm] 4. Reports from WANC Community Activity 1. Rules Committee - ByLaws Changes — Updating the names of President and VP and go to Chair and Co Chair title change but discussion maybe not necessary. QJ - Prez and VP on what they do to help clarify. VP is the fill in on what is happening within the city. Charter Reform to prep for this meeting, non profit getting NC’s involved in the charter process and updated us on what is going on. Challenge is the process is in progress, and final report is going to city council to decide what goes to the ballot. Feedback period is over, now will go to the city council for the next phase. Waiting phase on the reform commission. CT - Prez and VP will support each other, chairperson will stay for committees - on the charter we don’t have a ton of clarity, and we might need a CIS within land use to help reform planning committee. Stakeholder statement has closed open discussion so once plan is submitted it goes through the council file and then we can write a CIS - timing to make sure this gets done. Quorum is 8 people, admin on this doesn’t exactly work so we will pass an update to have 50%+1 of non vacated seats to get quorum, waiting for empower LA to come back to us on if this is an issue. A good thing is voting could be less than 8 bc not everyone could vote. Action Item - Who is writing a CIS and by when will be tied to Number 6 of today’s agenda. Edit

[7:15 pm] 4. Reports from WANC Community Activity 2. NBA Legends Xochitl Morales went and attended the event and set up a table. In doing so we got materials and suggestions from the community ( Upload the photo of the feedback that was submitted). A couple of opportunities, 1 - huge event but only a few number of people out in the tents and WANC didn’t see a lot of people - Mobility Programs, Charles Drew School of Medicine UCLA who have a grant and want community feedback. XM opinion clinics were out in the complex and the tents were 3 /4 minutes away from the courts - there was no messaging or direction on telling people that the tents were there. Heather Hutt had 6 people, we saw Jonathan but The Adams Event for NBA closed the street - they were charging 50 a bracelet, no one was able to join from the community and businesses in the area were not allowed join. The businesses were not informed and the gathering spot was the sponsor. Action Item - What happened on this, residents and business were impacted and gave feedback as well as community was also underserved. Rules of block party is that they have to let the community know, did Heather Hutt give an exemption? How was feedback delivered. Was this a private event or block party? [7:20 pm] 4. Reports from WANC Community Activity 3. WANC Outreach Walked around to the businesses, have a new little flier for businesses and to pass out around. Sent out the first 1000 direct mail campaigns 1/1000 Action Item - Analytics on what the West Adams BID, Email the flier - West Side Neighborhood Hats and Bags Love Hutt event on March 15th 2026 Outreach meeting on March 2026 Edit

[7:37 pm] New Business B . $1 million innovation fund - Any ideas for this and minimal submissions so they are accepting submissions on this now Action Item - Get this out to Socials and Email C. Land Use issues and priorities - Action Item - post the zoning map on the website - Proposal to help slow down the density based on the zoning map Stakeholder engagement on this map - Action item to add in the TOC areas Overlay the 311 Data Abandoned Properties Probate Data Action Item - Sent the 311 Data Sent things to EC@westadamsnc.org Land Use for Padel but that was the last one A - CIS Community Impact Statement Needs To Write The CIS - Drafted By Talouka Lake NC that was our last CIS City Council Expansion CIS Rank Choice Voting CIS Planning committee CIS Everyone read the charter and the come up with CIS for next month - do a deep analysis on the Charter Reform Look at the finite things that are left — Something to look into is that our City Charter Has No Preamble and No Bill Of Rights — Civic assemble process to do this and a CIS on this maybe and making a stand — Why now and what is current city charter from 35 years ago. — March 26th is the last meeting for the charter reform - look at how many neighborhood councils have already submitted on this issues — Cadence for review of the charter every 10 years, and city council every 4 years - somewhere in-between this Action Items - Send out the charter reform and everyone look into this and overlap it with the controller data and the - Think about a form the feedback Edit
