Discussion to approve proposed 2026 amendments to WANC ByLaws, arising from recent Rules subcommittee and Board & Stakeholders, for submission before April 1, 2026 and review by EmpowerLA. ● Clarifications re: President and Vice President ● Quorum as above 50% of non-vacant seats B. Review and possible approval of a West Adams Neighborhood Council Community Impact Statement (CIS) in support for Los Angeles Neighborhood Council Coalition Charter Reform Recommendations ------------------------ Community Impact Statement (CIS) West Adams Neighborhood Council (WANC) Subject: Support for Los Angeles Neighborhood Council Coalition Charter Reform Recommendations Position: SUPPORT The West Adams Neighborhood Council (WANC) supports the Charter Reform recommendations from the Los Angeles Neighborhood Council Coalition LANCC. These proposals align closely with feedback from West Adams stakeholders and reflect a clear call for more transparent, accountable, and community-driven governance. Local survey results run by WANC showed strong support for: ● Protecting Neighborhood Council funding in the Charter ● Requiring formal City Council responses to CIS filings ● Establishing a Charter “Bill of Rights” ● Increasing transparency and oversight of public funds ● Earlier Neighborhood Council engagement in land use decisions ● Independent redistricting and regular Charter review cycles Rationale - WANC supports these recommendations because they: ● Strengthen community voice by ensuring Neighborhood Councils are engaged early and meaningfully ● Improve accountability through transparency measures and required responses to community input ● Protect Neighborhood Council sustainability through Charter-level funding safeguards ● Modernize governance with regular review and clearer civic standards WANC urges the City to adopt the Los Angeles Neighborhood Council Coalition recommendations and continue building a more inclusive and responsive system of local governance, even if items are missing from the Charter Reform Commission’s Report published on April 2nd 2026 - https://drive.google.com/file/d/1hHa0OLsFg9EmPPlO6QgUsGfzTKwQgOtp/view.

A. Board Action: Discussion and possible approval approximately $5,800 of the $10,166.65 remaining outreach budget a. Proposed Spend: ~$5,800 i. 3,000 Direct Mailers → ~$2,400 ii. Clean Up Supplies → ~$1,400 iii. 311-informed printed materials → ~$200 iv. Branded hats (150 units) → ~$1,800
